Abstract :

“Small states may be able to adapt to, even temporarily profit from, band-wagoning with the hegemon, but it is they that are potentially most threatened when a hegemonic power undermines the international constraints on the use of power” (Hinnebusch, 2006: 114). "The most important difference between North Korea and Iraq is that economically we just had no choice in Iraq. The country swims on a sea of oil” (Wright, 2003).
